accessibility statement
This accessibility statement applies to https://fwtorfaen.wpenginepowered.com.
This website is run by Foster Wales Torfaen. We want as many people as possible to be able to use this website. For example, that means you should be able to:
- Change colours, contrast levels and fonts
- Zoom in up to 150% without the text spilling off the screen
- Navigate most of the website using just a keyboard
- Navigate most of the website using speech recognition software
- Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
We’ve also made the website text as simple as possible to understand. AbilityNet has advice on making your device easier to use, if you have a disability.

Technical information about this website’s accessibility
Foster Wales Torfaen is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.
Non-accessible content
The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations
Certain visual components require Javascript enabled to fully function correctly:
- Primary navigation dropdowns
- Images are ‘lazy loaded’ with Javascript to increase performance
- Small screen device navigation
- ‘Common questions’ small screen device navigation
Where deployed, our videos are hosted on YouTube, and although this platform provides high accessibility levels, currently our videos do not have captions embedded in the files. We hope to update this in the future.
Some buttons and link element text content is not unique and features generic text.
Some focusable elements, such as accessibility controls, are visually revealed through a button. Although they are accessible via keyboard navigation, some focusable elements may initially be invisible.
The colour which indicates focus using keyboard navigation may be of low contrast appearance, depending on context/background colour, and not meet AA accessibility contrast checks. This is particularly prominent on dark background colours.
When text is selected, it may be of low contrast appearance, depending on context/background colour, and not meet AA accessibility contrast checks. This is particularly prominent on dark background colours.
Some lower-level headings may not be in semantic order, depending on the page content/context. For those visitors using assistive technologies, this may create issues on content navigation.
When text is enlarged to larger scales, text may visually overlap, depending on page content/context.
The main logo has contrast and legibility issues due to the background colour used, and its sizing.
Disproportionate burden
Navigation and accessing information
It is not possible for users to change text size beyond 150% without some limited content overlapping. In most cases, text can be resized to approximately 250% without issue, although depending on screen size there may be some potential issues with the primary navigation.
We’ve assessed the cost of fixing the issues with navigation and accessing information. We believe that doing so now would be a disproportionate burden within the context of the accessibility regulations. We will make another assessment when we are reviewing and improving the site in the future.
Content that which is not within the scope of the accessibility regulations
Third-party mapping services
Where deployed, we use Google Maps as a third-party map service provider. This service is currently exempt from meeting the accessibility regulations.
